I have a bluetooth virtual keyboard which bluetooth specs that are v1.1 class 2. I found a v1.1 class 1 usb bluetooth adapter. Can a class 1 usb work with a class 2 device.

Yes. The Class refers to the Radio Frequency power class. So class 1 devices can transmit around 100 meters while a class 2 device only 10 meters.

So you can mix and match classes, but you will only get the range of the lowest power device (for example in this case 10 meters).
